OK, so

I am an IT administrator for a LTD Company.
We have a user who needs to be able to use some codec's that VLC will provide.

Are we able to install VLC on our company machines without breaking any rules (GPL)

Install, yes, without limitations.

The GPL license is clear on that.

The act of running the Program is not restricted, and the output from the Program is covered only if its contents constitute a work based on the Program (independent of having been made by running the Program). Whether that is true depends on what the Program does.
