facing VCD blockiness problem..

Hi, I am Asit Srivastava, working as a software developer . Currently I m working for a filter used for multiplixing MPEG1's audio and Video signals (named MUXER). When i play a file (recorded using MUXER filter) in VLC player,it shows blockiness. But that file never show such blockiness when i analyse all frames of it using some tools. Could u please suggest me probable cause of this problem..
