Please help -i need a stable stream from my Drembox500

Hi,
I have a Dreambox500s and i want to make a stable stream to a friend in South Africa. I need at first and most important the stream to be stable and second with the best posible quality. Here are the parameters below:
Dreambox500s
Transcoding server with dual core processor (Win7 32bit)
Internet connection with Static IP with 10mbit upload bandwich (my friend is having 20 mbit download)
Wifi router
VLC 1.0.5
Streaming only SD chanels
These parameters are just for example:
Static IP: 99.99.99.99
Dreambox IP: 192.168.1.10
Transcodig server IP: 192.168.1.11
I managed using web interface of the dreambox to stream to vlc in my home network, but i can not transcode and send it outside.
I will really appreciate if you can help me and explain me in details what i have to do (step by step), which transcoding parameters to insert (video codec, etc.) and how to send him the link to watch the stream. I also need to know how to set up my router ports (port forwarding).(i have a DMZ routher function that opens all the ports, should i use it?)
