How to? Stream >Server>Website?

Hello everyone thats my first post so dont blame me if i`ll write anything bad ;)
I`ve read couple of threads over the forum, but still any guide would be appreciated.
Here is the thing.

TV mixer connected to laptop with windows should stream video/[optionaly audio] output to windows/linux server on lan.
From server i`d have output as mp4,mpg,flv or whatever else format which i can play on my site by some jw player or flow player in real time.

And now i have few questions:

How to set up erver to run and wait for user streams?
Second thing is how to send out stream from vlc to server?
And last thing how to put it on website?

And yes. I`m abit dumb with video streams so please dont blame me for mine [ maybe stupid ] questions.

Is there a way where I can run VLC on my computer and use it to send a stream to our server?

Kind of like how I run my radio station using SAM Broadcaster -- SAM encodes and plays the MP3 files, and then sends the stream to my server which is actually with another company in another city. I then place the stream link on my website, and people can tune in via the web.

Is that possible with VLC?

It depends on what the server and the network can do. In principles, yes

Well, to be honest, i didnt passed that tutorials.
Sadly was too hard for me since im newbie in vlc. Made it run, but was crashing at all, dont saying any about low quality etc. :(
