Idiots guide is:
1) to 192.168.2.23 you install vlc
2) run vlc
3) file -> streaming wizard ...
4) step1: select what to stream -> disc, DVD
5) step2: define streaming method -> UDP, address 192.168.2.12
6) step3: start streaming!

OK, I tried this... source was webcam. Locally plays video, but on the other machine does not.
So... is this software a crap or I am doing something wrong?

You can only broadcast one stream at a time with vlc (unless you multicast stream, but that's another story that's liable to monopolize your network connection).
You can stream more than one thing by running more than one copy of vlc. However, with your vid cam, it's likely only one software program can pull from it at a time (windows limitation), though you can give it a shot and see if it'll let you.
Good luck, keep trying, the software's awesome, just takes some tinkerin'
.
