Some question about using RTSP streaming

hi all.
I am trying to stream a video using RTSP using VLC.
After that, I tried to connect the server to watch the streaming video in same PC but open another VLC player.
However, there is nothing response.
Can anyone teach me how to stream a RTSP video????
