Problem in transcoding to aac-lc with various bitrates

Hi all,
When I transcode audio+video stream by giving acodec=mp4a,ab=16,samplerate=44100,channels=1, I am getting the transcoded stream with abudio bit rate of 59kbps. I tried by giving ab =32, still the transcoded stream is have 59kbps.

The exact command I used is

Please suggest changes to the above command, so that audio can be transcoded into aac-lc with desired bitrate.
