How to set ports number?

Hi,
I'd like to stream out the lan on my 3G phone, so i'm trying to configure vlc on my computer (Ubuntu). Actually, all works good in LAN, but not out of lan. This is some kind of firewall issue. I can ask for open port number to my provider, but even if i know on which ports to stream, i don't know how to set them.
as you can see bellow, vlc try to open connection to port number 3329x, how to change those port range?
On my server side, i open the 5554 port, i don't think i have to open another, right?
