Streaming TV with VLC and speeds resolution/bitrate

Hello, i got a 10mbps/800kbps upload line last week (yeah, spanish connections and upload rate makes you jealous... at least for now we aint getting (too much) scammed w prices) and im trying to stream my TV trough the internet (self usage, its public TV anyways).

Im using x264 + AAC codec with MPEG-TS (i accept suggestions (specially on bitrate/resolution and that "MPEG-TSĀ·, i only use MPEG-TS bcs i read it in some web on the startes guide") , but i think this ones are the best, at least from the ones that come with VLC).

I have 40bitrate on audio at 22khz.
And 400bitrate (also tried 300) on video at 520x325 resolution.

I stream trough HTTP at port 8080. (i do http because places where i receive it are usually capped for other protocols, altho i could try others)

Im assuming that 100bitrate = 100kbps?

My problem its, with 440bitrate, theorically with ~600kbps on my connection (i syncronice at 794kbps and speed test says 700kbps). It shouldnt use more than 440kbps? Because its using like 80KB/s upload speed (aka the whole ~800kbps) and thus causing stops on the received image each ~10seconds. Why?. Its http protocol "giving" too much overhead or what? :/.

PD: Im streaming from my dvbdream and then re-streaming transcoded signal with VLC. My dvb receiver works with VLC but i dont have channel list xP.

Thanks.
