KB/s beim Streamen

Hallo,
ich streame mit dem VLC den Eingang meiner TV Karte via UDP an eine fixe IP.
Mein problem:
Wie kann ich die KB/s einstellen?
ich will das er MAXIMAL mit folgenden Einstellungen streamt:
Audio: 128 KB/s
Video: 1900KB/s
