How to continuously open the input stream - error correction

Hi!

I am using VLC 0.8.1 on the SuSE 9.2.

I am taking the signal from the trafficCam over the http and stream further. Command is following
./vlc -vvv http://80.240.228.233/liveimgs/camera1293_233.jpg :sout='#duplicate{dst=std{access=http,mux=ts,url=xxx.xxx.0.220:8081}}' --http-continuous --repeat

But it seems that the response time from the source (http://80.240.228.233/liveimgs/camera1293_233.jpg) is too slow and VLC can not open the input stream.
Is is possible, somehow, to increase the VLC timeout time for reading the input?

If I omit --repeat from the command, following log is displayed:
"main playlist: Nothing to play"

Any suggestion which command to use!
