stream over Internet without opening router/firewall ports?

Here is the situation. I want to be able to stream from VLC on PC1 to PC2, but I don't have access to open firewall ports on the LAN to which PC1 is connected.
- PC1 is a Windows machine connected to LAN1
- I have complete control over PC1 (ie: I can open Windows firewall ports)
- I cannot make changes to LAN1 router's config (ie: I cannot open firewall ports on LAN1)
- PC2 is on LAN2
- I have full control of both PC2 and the LAN2 router.
Is there a way I can stream from PC1 to PC2, without access to open ports on LAN1?
Is there some sort of stream relay software that I could run on PC2, and just wait for a stream to be sent to it from PC1. Sort of like a passive FTP session? Then I could view the stream on PC2 by pointing VLC to the relay? I'm just too new to media streaming that I don't know all the terms and possible solutions.
