I have been trying to use vlc as a server in order to stream videos. my client is a java program so I was wondering if I can send an rtsp request using rtsp socket to vlc in order to set the video parameters. if so, how to de that?

The RTSP protocol is detailled in IETF RFC2326. There is nothing specific about VLC.
