please help: how to stream inside LAN

hi all
i have a big problem in my thesis and need help please
my problem is i need to stream video file from linux pc to windows pc using c/c++ programming language (not using cygwin) is there any simple example illustrate the idea?
i read almost all the topics in libvlc forum but i can not solve the problem if you please can help me with a simple client/server program. because i need it too much and spend about a month in search but not reach any solution.
