Setup a Live webcam advice

Hi,

I am looking to get a decent PTZ cam (thinking about M7-HSDDNWS-18X-N PTZ Network Camera as I like the Minimum Illumination of 0.1Lux / 0.001Lux) and was looking to stream it out as a live webcam 24/7.

The cammera itself will handel upto 20 streams with RTSP but my problem is in my ADSL line. I just don't have the bandwidth available to support it.

I was wondering if I can send 1 video stream to my web server and from their stream it out live.

i.e. WEBCAM (1 X RTSP)--> WEBSERVER (multiple RTSP) --> CLIENT {1...)

Can this be done? If so can someone point me in the direction I need to follow and readup.

I have captured the video on tv tuner and from the file .mpg(2) i tried to record some portion by using red button on vlc player,but only MP3 file (only audio) has been created.I want the video with audio to be recorded.whether any setting is to be done in preferences?
