What EXACTLY does it mean when it says "This is possible under GNU/Linux only."

Does that mean no Windows at all?

It means that that part of the Chapter, discussing things like v4l, does not apply to Windows. For Windows, use the part of Chapter 10 titled "DirectShow" (DirectShow is applicable only to Windows).
