[ask] setting x264 adaptive bit rate/VBR in live streaming

hi, i want to stream live streaming video to other computer in LAN by VLC
i want to know how to set adaptive bit rate / VBR in VLC ? i use h264/x264 codec

for example, in normal traffic LAN, initially i want to encode live streaming video with bit rate 512 kbps but when the LAN traffic is increase rapidly, encoder adjust bit rate based on traffic to ( for example) 200 kbps
