streaming webcam with rtsp protocol ? ( newbie question )

hi guys, a newbie here.
I just downloaded vlc media player ( 1.0.2 ) on windows vista and installed it, then searched for my problems solution but things I was a little bit confused by the things I found. Hope you could help me.

I want to get the webcam stream ( no audio ) and broadcast it in RTSP protocol. I'm going to recieve this stream from my mobile phone ( nokia e65 - symbian 60 v2, supports rtsp protocol ).

It's ok to get the webcam stream but how to broadcast it ?

RTSP streaming is only supported from the command line. Please refer to the streaming howto among the official website documentation.

This will only work if your computer has a public IP and no firewall though.
