Ive setup one radio station studio to radio FM transmitter VLC stream over leased line, it has one sec delay but radio management is fine with that.

Now they want to encode RDS. Can I somehow stream that with VLC?

RDS like Radio RDS? no.
Or maybe I didn't understand your question. Do you stream with VLC from a radio FM box?

RDS is for FM radio. You cannot get anything analog inside a computer program, so your question does not make much sense.

RDS is sent using a sub-carrier of the FM frequency, so it must by the radio transmitter, not VLC.

I have the same question, but will explain a little bit more. RDS indeed is used with FM, but this digital signal (2400-9600 baud) needs to be inserted in MPEG-TS output stream. We have a customer who wants to buy this solution from us. Does anyone have this solution or is there someone who can assist in the development of this? If so, please contact me.

You want to receive an FM radio channel, convert it to MPEG Audio and pass the RDS subcarrier info in the Transport Stream? In theory, this is possible, but you would need an FM acquisition card that provides the RDS data some way.

To my knowledge, this is not currently implemented in VLC on any operating system.

Again, the only way to receive RDS is via a real FM receiver device, but VLC does not implement the V4L2 RDS interface anyway. So no, and definitely not over UDP.

I think this has changed since. Public Radios from Germany and Switzerland now embed RDS information within the MPEG stream using UECP in their satellite streams.
It's also present in TDF's FIP feed on 5°W 11480 H.
Specification: https://www.etsi.org/deliver/etsi_ts/101100_101199/101154/02.01.01_60/ts_101154v020101p.pdf
C.4.2.18 , p 159

Inserting this kind of data (as suggested above) seems slightly out of scope for VLC (server) but it would be awesome if VLC (client) could display this as it displays i.e. Shoutcast metadata.

Here is how Kodi has implemented this:
https://github.com/xbmc/xbmc/pull/14731

Here is a little python script:

I can provide sample.ts files or test streams if needed.

Many streams with RDS inside the audio stream or separately are on satellites Astra19E, Astra23E, Eutelsat5W, ...
I would also like to see this option made available in VLC as well
