HTTP Steaming doesn't work

I have used the wizard to try to stream a video over the internet with no luck, in fact I have never had any luck streaming with VLC and use Gallery2 instead but wanted to try VLC once again. I have tried to stream to the local ip address as well as the ip address that I use for gallery2, sugarcrm etc and I can never connect to the stream from the remote computer using vlc. I have tried to stream to 192.168.x.x, I have tried my noip address of 72.196.x.x etc and nothing ever works. Is there a way to actually get it working without writing a full PHP webpage to host the vlc streams?
