Trancode audio with HE-AAC ? ? ?

How I can transcode my audio elementary strem with HE-AAC codec ? not with AAC. AAC=mp4a HE-AAC= ? ? ?
DVB-H or ATSC-M/H phone can dencode only HE-AAC ( aka aacPlus) or HE-AAC v2
I've ssen that libfaac cannot encode with HE-AAC (aacPlus).
Help pls
