So what I want to do is have a server that is generating a movie, which is constantly being updated, while also streaming live.

All the research I have done leads me to believe that one must generate the sdp file prior to streaming. I want to be updating the movie file while viewing the file via live streaming.

What kind of tools do i need to do this?

You can use FastVDO SmartCast with Wowza Media Server.
