reducing streaming cache failed (server side)

VLC 0.9 as a video streaming server has the default buffer/cache value of 300ms. If I decrease this value I am not able to establish any stream. Either the first frame only, a green, a grey or none screen at all is shown at the client (even when I use two instances of VLC on the same computer). How to decrease the (server) buffer effectively?

When it starts failing, you know that you've hit the minimum delay.

I would like to understand why 300ms ist the minimum cache?
Is it for every combination of transfer-protocol/envelope-/video-codec identical?
Is there any way to reduce the minimum cache?
