RTSP Network streaming and VOD

Dear All,
I am planin use VLC for streaming server for VOD. Is it support RTSP and RTP based streaming. If so, please tell me how to configure. Also is it encryption is must for RTP streaming?

We have some kind of support for RTSP, as in the documentation. Encryption is not implemented.
