dynamically changing encoding rate while streaming

Hi Everyone!
I am working on a project which requires dynamic encoding rate specification depending on some real time measurements . Is there any way to dynamically change the encoding rate of a currently streamed video( a video which is currently being streamed) from the command line . All the options available are only a "one-off"specification where you can specify the parameters at the start of the stream but not once the stream has started. Could anyone suggest any other approaches to achieve the same effect .

No, this is not currently implemented.
