On demand DVB-T streaming

Is there a way to use vlc for broadcasting transcoded DVB-T programs on-demand?
I'd like to connect to http://myserver/prog1 and have vlc playing prog1 as defined in my .vlm file (this can be whatever, but in this case I'd like to access DVB-T programs); then connect to http://myserver/prog2 and have vlc playing prog2 and so on.
I know I can broadcast several streams on different ports but this is not possible with DVB-T (or DVB and tuners in general).
The only way I have found is to use the telnet or the http interface to interactively start and stop broadcasts, but I'd like to obtain the same result without using them.
