Streaming and then recording with Time overlays

I attempted to stream a file and put sub-filter time overlays on it, to no avail. Is this possible - I want the time overlays to be in the stream so that if I open another instance of VLC I can see them, plus record them to the hard drive in a saved file. I'm specifically looking to do this via the command line interface.
