mux demux concatenate

I was wondering can VLC Demux Mpeg 2, Mux elementary mpg2 vid & audio into a program stream and can it concatenate 3 mpg2 program streams together into 1 mpg.

and if so

what is the syntax to do that?

if it's mpeg ts you can just concatenate the files and voilà!
if it's mpeg ps you can just convert it to ts, concatenate and convert back to ps.
