winxp webcam + high bandwidth server + multiple viewers

hiya!

been reading and reading on this site/forum. i see bits and pieces of what i'm after, so figured i'd ask.

is it possible to:
stream video only from a webcam on a cable connection (supports 32K/sec upload) to a webserver on an OC-3 which then relays it again to 5-10 clients at once?

i'm not necessarily looking on HOW to do it, just wondering if this is the ap that's gonna get me there or if i should look elsewhere?

It sounds reasonable. Relatively narrow BW first hop, then retransmitted.

The first hop is 32 kilobytes per second, right? (not kilobits, I hope)
