What am I doing wrong here?

I'm working on Windows XP SP1 and VLC 0.8.5.

I took the code from the wiki and changed just what I needed:

I opened the comand line and pasted that and it doesn't work.
Error log:

Any suggestions? Is the wiki code wrong or is that code just for the linux version of VLC?
