Plz help to reduce the bandwidth

Hi Frndz,
I need to reduce the total bandwidth used by VLC while streaming. I am using Videocodec 192kbps and audio codec 32kbps for streaming. I 've a limited 384kbps bandwidth available for streaming. So when I tried to stream using the above settings sometimes the total bandwidth goes above 384kbps (may be because of ffmpeg is a Variable Bitrate Codec)
, the result is damaged video or audio 
. I want a smooth show over 384kbps network. Is it possible
