Complete Newbie - Streaming Video issue

Hello folks

I'm a real newbie and completely out of my depth hoping someone will be able to help as a search hasn't quite come up with a solution.
I am running VLC 3.0.17.4 Vetinari on Windows 11 Home.
I am attempting to stream a video file using the VLC stream wizard but no matter what I do, the stream can't be seen on any device.
I'm not altering anything along the way...
So, Media - Stream
Add files
Click Stream
Select HTTP: Add and select display locally
Select Active Transcoding Video H264 and Audio MP3 - MP4 then next
Click stream and away the player goes
BUT
No matter what, the stream cannot be seen by anything else either on my home network or via the internet.
IPCONFIG tells me that the machine IP address is 192.168.1.214 and port 8080 is open but neither mobile device or android tv connected to the network can see either by this IP address or by my external IP address. I don't know what I am doing wrong but don't know where to troubleshoot what I am doing wrong either? What I want is an end result is a stream M3u8 URL that can be added so that the stream can be seen on an external device or on an android device either with VLC installed or a smart iptv URL so it can be saved as a channel.

Can anyone please help where I'm possibly going wrong?
