Cannot locally rtp multicast

On ubuntu 2004 at first trying to get multicast streaming working on the command line. Tried various combinations in the wiki to stream but none of them worked.
Latest attempt

vlc -vv some.MP4 --sout '#display,dst=rtp{mux=ts,dst=239.255.12.42,ttl=10,sdp=sap,name="TestStream"}'
on same machine running test client in another terminal

vlc rtp://239.255.12.42
No luck testing this multicasting. Used iperf on the same machine testing connecting to another machine via multicast in another vlan and worked fine. Not sure whats going on.
