What is the unit for bitrate?

Version 3.0.14 Vetinari (intel 64-bit macOS)

There has never been a unit for the bitrate in the convert & stream "Customise profile" menu. Is it kilobits per second? Is it megabits per second? I'm about to go into a trial and error process to find out.

I set it to '5' and the resulting video had a data rate of 872.23 kbps (that's probably quicktime counting the unmodified audio) and it also encoded 24 fps to 23.99 fps. A video bitrate of '5' is clearly not enough.

Setting it to '500' resulted in a combined bitrate of 974.09 kbps. Based on these two values from 5 and 500, I don't think it's just the bitrate itself. Why is that? There's also very little difference in the number of colours on screen.

A value of '5000' results in a combined bitrate of '5.06 mbps'. The most likely answer to what the value is, I'm guessing it to be kibibits. There's suddenly more colours on screen which doesn't scale with the factors of 10. There'll probably be some more experimentation because I'm doing this to upload videos made in Final Cut Pro onto a website that says it struggles with playback above 5 mbps, and definitely does.

It's kilobytes (not kibibytes), but not that most encoders ignore the requested bitrate.
