Understanding frame rates

Hello,

I have a video which displays a frame rate of 14.999925 on VLC Media Information (Ctrl+I).
I would think the number to use is "14.99" fps, thus converting to "15" fps.
Could someone confirm if converting the frame rate from "14.99" to "15" fps is the correct thing to do,
or should I keep it at "14.99" fps (really being 14 fps).

And at which point should I convert the frame up to the next frame number; example: 14.55 fps (convert to) 15 fps
or 14.97 fps (convert to) 15 fps ?

Any help is much appreciated.
