Stream output packet pace

Hello,
I notice the output from VLC when streaming using the DVB-TS mode is rather bursty. Periodically there are very long gaps between packets (wireshark shows this as packet delta) of say 100ms, then the subsequent 20 or so packets are 0.09ms apart. The stream rate is 120 pps in this instance, therefore I was expecting a fairly steady output rate of around 8ms. This has been noticed on the network, but also when capturing on the same PC as I have VLC streaming running from, so I know its not the network causing the problem.
Is there a way I can improve the output smoothing so I have a more consistent packet rate on my network?
Can the output buffer setting help me here?
