PC capture then via internet stream play on Android phone

Hi, I use VLC 3.0.4 Media Player on a Windows PC in a UVerse LAN, and I capture video from a USB Capture Device. After selecting the device, I'm able to save the captured video to an MP4 on the pc using Convert under Capture Device. Then I'm able to stream that MP4 to an Android phone running VLC Direct (same version) somewhere on the Internet. Under Direct's Playlist tab that file becomes visible (though it exists only on the PC) and by clicking it, it will then stream to/play on the phone. Is it possible to capture with the pc and then stream/play it on the phone solely under pc-side control (including its display on the phone), assuming the phone is at least running VLC Direct? Not having to save a file before the onset of streaming would be nice for low latency. Anyone explored this? My ultimate aim is to have the pc (after being awakened by some trigger and having no user interaction) automatically capture and display video to the phone user. Thanks.
