Using VLC for Multicast Stream of USB-Webcam

I'm trying to establish a Multicast Stream of my Webcam for several Clients in the local network.

Streaming a test video file to the multicast group (eg 238.1.1.1) works with UDP and RTP in several configurations in VLC and on some clients.
Playing the local USB-Webcam Content with VLC also works fine.

But i don't get a stream of the webcam in the way the video files are working correctly.
When starting the recieving VLC client, no connection is established. Also there is no network traffic on the server side.

What is the difference between using a file for a network stream and an USB-Video Device?
What should also be done for correct function?

Problem not solved but i found a way thats working for me.

Something has been changed from VLC 2.X to 3.X.
With last Version 2.2.8 i get Multicast from USB-Video-Devices.

Yes, there is an issue with UDP in 3.x
