Streaming a PC's screen through web site

Hi everyone!

I was looking around the internet to find answers, but the most helpful of all was the one in the VideoLAN Wiki. However, that was not enough to do what I want to do.

I want to stream my screen at 20 frames per second with the VLC through a LAN network. After that, I need to insert that signal in a web page with html and load it in an Apache server, so anyone in the LAN network can see it. And finally, I want to view the video in another PC connected to the LAN network only using the web browser, without the needing of an external program (like VLC) or a download.

This is also my doubt, I have searched much more never found an answer.

How tf is this such an elusive answer?? I've been searching the H E double hockey sticks out of every search engine and NO ONE seems to know. It cannot be this difficult. If someone has an answer, for the love of all things holy, post it!
