Reduction in latency for VLC to VLC Live Webcam Stream? Please Help!

I am attempting to stream a live webcam from VLC to VLC (version 2.2.6) with the lowest possible latency. With the preset settings, the delay in the stream is 3-4 seconds but this is too long of a delay. What would be the optimal settings for reducing the delay as much as possible?

How much latency do you have just by playing the camera?
