Display locally not working

Windows 10 Pro 64 bit
5 gb DDR3
GPU: NVIDIA GeForce GTX 750 Ti (Zotac 2 GB)
CPU: Intel Core 2 Duo E7600
VLC version: 2.2.4
What works:
I can view my "firewire" input (Called "Microsoft DV Camera and VCR", using dshow://) when NOT streaming
When streaming, I can view it remotely (or locally with another instance of VLC)
What doesn't:
When I start a stream and have "display locally" selected, it freezes for that instance of VLC and shows the same frame (I don't have an audio device, so I don't know if that works properly)
Log when starting stream:
It repeats that last line indefinitely, which doesn't make sense, as I clearly have a powerful enough computer.
Is anyone else having this issue, or should I report it?
Update: As per https://forum.videolan.org/viewtopic.ph ... ly#p424943, I switched to a lower quality option, which works, but I shouldn't need to do that.
