Desktop Video RTSP as a service streaming

Hello everyone.
This is my first time posting on VideoLAN, with hopes of getting some help with I have not been successful at finding anywhere (forums, google, etc..)
I would like to stream a Windows PCs desktop (Win7/8/10), as it is displayed on the screens (single and/or multiple screens). As a services, so that it is always available and autonomous.
Preferably, the stream would be protected by some kind of authentication (login or encryption, or both).
Has anyone been able to do this? With VLC, or really anything else as long as I can do it (VNC, etc, ... even if app is paid).
I do require it to be by http or rtsp... preferably, I can choose codec, compression, etc..
