Can not play or record m3u8 stream.

Hello.
Please help me record this live stream to a file.
The website is http://www.opole.tvp.pl/ there is an orange bar OGLĄDAJ NA ŻYWO(watch live), then i extract video link using chrome:
http://46.28.242.23/token/video/live/14 ... 00000.m3u8
I followed this tutorial: http://www.tubeoffline.com/download-M3U8-videos.php
but it's not working
BUT i am unable to either play or record this stream using VLC. I have black screen every time. On the other hand the steam is working fine in MP-HC but ther eis no way to record it. I would like to play and record it to a file using VLC, please help me.
