Stream from DVB Skystar HD - HELP

Dear Sirs,
this is my first post, so I start thanking the team who made this incredible software available!
Then, I have a very specific request about streaming with transcoding a TS flow.
I have a software (Progdvb free version) that streams TV channel from a card (Skystar usb 2 Hd CI) to my local LAN and to the internet (after forwarding enabled in the router).
I receive the flow with VLC and everything is ok in the LAN but it is heavy for radio in the internet and impossible for TVs because of the data requested..... 1 mega a second..... we are talking about TS stream from satellite
I tried a lot of options in my windows world and far outter space( tvheadend for linux, Openelec ...an half idea to buy a VU+ 4k..... 500 euros!.) but nothing free or up to me.
Then I discovered that VLC can be a SERVER for Streams.
I am not sure if VLC can be the starting point using directly the dvb card or it can use the inflow stream it reads well from Progdvb and RESEND it.
I would like to know, and I am ready to let me help through team viewer, If someone can help me to set up VLC to send the TV stream TRANSCODED to the internet for me when I am abroad.....
