Video Streaming is not working in my Pc

Hello
I m using vlc 2.21 Software for Video Playing and Streaming Video Online.
Some time the video is played fine but when the video pixel is large or video is high quality it not played well its bufferd... but the video is downloaded in my pc
and when I trying to stream video it not working for me. I stream video from there

But the video is not played and it does not show any error.
is there any problem in my pc or not.. or tell me the solution.
