type command line in gui vlc

hi i wanna ask..
how type command line vlc --vvv udp://@227.10.10.xx:1000 :program=1 --audio-visual=visual --effect-list=spectrum --no-video in VLC GUI

i just know to type in open network streaming is..

Network URL "udp://@227.10.10.xx:1000" then show more options in Edit options is ":program=1"

can i know, where i can type command "--audio-visual=visual --effect-list=spectrum --no-video" in VLC GUI? i try in edit options but can't work..

Process-wide options cannot be typed in. You need to pass them on the command line when starting, or set them permanently in the preferences.

i'm wanna embed vlc into visual foxpro, can you show me the coding to show the audio meter.. may be you can show me with have another program, like c or else..
