how can i transmit parameters already running process VLC in windows?

Exemple:
i run

cmd> "C:\Program Files (x86)\VideoLAN\VLC\vlc.exe" -I qt -vvv --control=rc --rc-host 127.0.0.1:4444 udp://@:2003 :sout=#transcode:duplicate{dst=file{dst="C:\capture\output\1.mp4",no-overwrite},dst=display}
I would want to pass new parameters such as these

:sout=#transcode:duplicate{dst=file{dst="C:\capture\output\2.mp4",no-overwrite},dst=display}
but via the command line, they starts a new process

How to pass via command line to automate?
I know that using GUI is easy to do
