MPEG-2 Conversion

I need to encode a video that has the following specifications and was not sure if VLC could do it or not. I looks like VLC is close but not sure if I have the settings correct.

* Encoed MPEG-2
* Resolution of 720 x 480
* Bit rate can be 15.0 Megabits per second
* Must be an MPEG-2 Program Stream. The stream is a Variable or Constant bitrate stream containing both audio and video information.
* IF one wants video only, you must encode an elementary stream of silent audio that will be combined with your elementary video stream to create a program stream.

Can VLC do this? If so what settings, so far I have gotten the audio to work but the video is garbage. Is there information is not clear or will i have to play with in VLC to get something right?

I tried under the convert section doing Encapsulation = MPEG 1 but I get a message "This muxer is not provided directly by VLC. It could be missing".

Then I tried MPEG-TS and PS (not clear on the difference).

Also in combination in Video Codec = MPEG-2.
Audio Coded = MPEG

Use PS or TS, amd mp2v
