Desktop streaming problem, [screen to rtsp]

Hello.
I make it in windows 7 and ubuntu 12.04.
I have run stream of Desktop to rtsp
Streaming starting is OK, but if I connect to rtsp, I have a nothing. (Firewall is OK)
But, if I create stream from video file - IS OK!
If I save stream of Desktop to file - IS OK!

file to rtsp: OK
screen to file: OK
screen to rtsp: connect OK, video FAIL - WHY?

i`m use:
vlc screen:// :sout=#transcode{vcodec=h264,vb=0,scale=0,acodec=mpga,ab=128,channels=2,samplerate=44100}:rtp{sdp=rtsp://:8554/} :sout-keep
VLC player on other computer connected success, but video start play after 60 seconds and freeze (
on streaming: CPU Intel Core i5 use normal.
