Cam Streaming Delay

Hello,

I need your help. In the example chatTest.java of Vlcj (http://code.google.com/p/vlcj/source/br ... est%2Fchat) between two computer with Windows 7 Professional there is a delay of 4 seconds, is it normal?. I check several combinations with sout like :sout=#transcode{vcodec=WMV2,vb=800,scale=1,acodec=mp3,samplerate=44100,ab=96,channels=2}:duplicate{{dst=display,dst=rtp{dst=")

but none of them give me a delay under 4 secs.

What is the minimum delay of cam streaming between two Win 7?
